THE IMPORTANCE OF THE NEW PROPOSAL CONCERNING THE METHODOLOGY FOR IMPLEMENTATION FOR THE RESOURCE RECOVERY WATER USE IN THE RIO DAS VELHAS RIVER BASIN COMMITTEE, MINAS GERAIS, BRAZIL

Abstract

The Rio das Velhas Hydrographic Basin Committee (HBC), by the recognition of the diversity and extent of its planning territory, created, by Regulatory Determination 02/2004, the subcommittees of hydrographic basin (SCHB) that would be propositional and advisory groups, with operations in subbasins of the Rio das Velhas. Its constitution, like the HBC, requires the presence of representatives of civil society organizations, water users and public authorities. The measure is a reaffirmation of the decentralization of power, assuming that the HBC, by its subgroups, would have a local insertion that would qualify the discussion and analysis in the das Rio das Velhas basin. Seeking to attend the local diversity, and the very principles of participatory and decentralized management, the Rio das Velhas HBC determined that the application of the resources of water use taxes would be guided by subbasin and the implementation priorities would be defined by the SCHB, through workshops offered to participants. To subsidize the writing of the executive projects, workshops were conducted with about twenty participants and representatives from local institutions. The projects were reviewed by the committee and will be bid to run in 2011 and, more than that, it means that the institutional design of the Rio das Velhas River Basin Committee, itself, can be oriented to new approaches for transparency and towards to a more participatory decision making process in Minas Gerais – and Brazil, consequently.
