IMPLEMENTATION OF THE WATER FRAMEWORK DIRECTIVE  2000/60/EC  IN THE MURES RIVER BASIN
Abstract. According to the Water Framework Directive 2000/60/EC, the River Basin Management Plan represents the fundament of the integrated management of the water resources. Based in the knowledge of the water bodies’ status, the River Basin Management Plan establishes the target objectives for a period of six years and proposes measures on the river basin level,  to achieve the “good status” of the water in order to their sustainable use. Within the process of the sustainable development, both at national and international levels, the issue of the rational use of the water resources has an important role, taking into account that the water was considered for a long time as an undrainable and revived resource, now it became one of the limitative factors in the social – economical development.The management of the water means a complex of measures and organizational, technical and economical services, necessary for the administration of the water resources, monitoring their rational use and the protection of the water quality in efficient conditions. At the European level, the concerns regarding the protection of the water resources quality have been externalized in over 70 regulations and directives of the European Economic Community. In essence, these regulations are based on the following principles:
-High level protection (human health and ecosystems)
-The precaution principle
-Preventive actions
-Intervention at the  pollution sources
-Pollutant pays
-The use of the best available technologies
The Rio message from 1992 state that „Human beeings are the midle of the concerning regarding the supported development. They have the right for a healthy and productive life, in harmony with nature. ”
