THE FUNCTIONS OF THE RESERVOIRS FROM THE MOUNTAIN AREA AND FROM THE HILLY AREA - COMPARATIVE STUDY, THE SOMEŞUL CALD AND UPPER CRASNA IMPROVEMENTS.
Abstract. Quantitative and qualitative differentiation of water resources between different river basins make hidroeconomic distinct profiles. High quality of the substrate, energy of relief, significant rainfall, high density of water bodies, lack of major pollution agents, there only several elements who give a special feature of the Someşul Cald basin. The reservoirs in cascade disposed on this valley makes a multiple water capitalisation, electricity, water supply to more urban centers and rural areas and give a better protection against hydric risk phenomena. In addition, the risks of system working are minimal or even negligible (ex. lake basins silting, risks to the dams etc.). In contrast, the upper Crasna basin not dispose of the same natural advantages and therefore upper basin improvement is significantly lower, both quantitatively and qualitatively. The forced development of the Sălaj county and of the Zalău municipality in the communist period imposed this hydrotehical improvement, the effects of rigor: lower quality of drinking water, major investment without return satisfactory, lower control of the river flow regime etc. In addition, the silting rate of the reservoir is quite high and cause problems in its operation.

Keywords: water resources, hydrotehical improvement, reservoir hydroeconomic profiles, lasting development
